ARCHITECTURE & DESIGN REVIEW COMMITTEE MINUTES
November 17, 2011, 5:45 p.m.

NEW BUSINESS:

  • Appl. 11-37P, AA Landscaping Site - request for a site plan of development for a 4,000 sf building for a landscaping contractor on property located at 223 Nutmeg Road South, I zone
Karen Isherwood, Civil Engineer with Isherwood Civil Engineering, discussed the proposal.  The applicant is requesting to construct a 4,000 sf industrial building for a landscaping business.  This site would not be open to the general public but for the contractor to store equipment for his business.

The metal building is proposed to be hunter green in color with a three-foot knee wall and 4 overhead doors.  The entire structure is 17 feet high. The only lighting proposed is three building mounted lights which will light only a portion of the parking area.

The applicant is proposing a three foot high berm along Nutmeg Road frontage with an eight foot high privacy fence with slats to screen the equipment that will be stored on site. Four oak trees will also be added along the frontage of the property.

The Committee discussed the proposal and was satisfied with the plans as presented.

  • Appl. 11-38P, Buckland Commons LLC – request for site plan approval for two commercial building on property located at 350 Buckland Road, Buckland Road Gateway Development zone
Ben Wheeler, Landscape architect with Design Professionals was present along with Jeff Wisminski of Techton Architects.  The applicant is proposing two buildings, a 2,000 sf bank on the corner and a 16,400 sf two-story building with retail space on the first floor and office space on the second floor.

The entrance along Buckland Road is proposed to be right in / right out only. They are proposing two monument signs, one at the intersection close to Deming Street and one on Buckland Road at the second entrance. A sidewalk is also shown along the Buckland Road frontage.

The landscaping plan includes deciduous and ornamental trees around the site. Landscaping is proposed along the Buckland Road frontage and will include evergreens and ornamental grasses.  The detention basin off Deming Street is proposed to have a wet bottom and will be planted with wetlands plantings.  Other wildlife habitat plantings will be added along the easterly side of the site adjacent to the wetland areas.    

They are proposing seven pole fixtures, 25 ft in height and seven building mounted fixtures. All lighting will be full cut-off as required and the lighting along the back wall will have shields.  An isometric plan has been submitted as required.  A dumpster area has been shown and will be enclosed by a chain link fence with privacy slats.  Arborvitae will be added to screen the area.

Jeff Wisminski presented the architectural plans.  The materials being used on the larger building include a combination of brick and clapboard.  Crown molding will be used along the edge of the fascia. The second floor is designed to project eight feet over the first floor and will create a covered walk way. The building will be 30 feet in height.  The rear of the building will have window fenestrations and a sign band to add some interest to the solid wall.

The bank building will be clapboard material and will compliment the materials and colors of the second building.  All mechanicals will be hidden from view by the parapet.

The committee discussed the proposal.  One concern expressed was that no linkage was provided from the sidewalk to the building.  The applicant indicated they could add that to the revised plans. The committee was pleased with the design as presented and complimented the applicant on the proposal.
